Ambassadors are required to be diplomatic and use tact in their position to assist relations between the two countries businesses and an ambassador is expected to protect the citizens of their home country in the host country [ in this case American's in Japan ] The are not meant to target 3rd party nations and are expected to not interfere in the host countries affairs and this is exactly why he should be recalled by Washington _ The foreign government to which an ambassador is assigned [ JAPAN ] must first approve the person _ In some cases, the foreign government might reverse its approval by declaring the diplomat a persona non grata, i.e. an unacceptable person _ The Japanese govt should tell him to pack his bags OR did the Japanese select him intentionally as a person who would attack China _ In which case Japan has breached the ** Vienna convention on diplomatic relations **
